Definitely go in and apply anyways. Don't go during a busy time, though. If you show up during the lunch or dinner rush, you'll be more of a hassle, and less likely to be given time. When you've finished the application, ask to speak with a manager. If there isn't one available, then ask when a good time would be to come back and speak with one. Do NOT hand your application to anyone but a manager. Employees may say they'll give it to them but in my experience most don't bother. If they aren't hiring, the employees will just instinctively tuck it away, and not mention anything. By directly giving it to the manager, you're showing initiative. You might want to say, "I'm aware that you're not currently hiring, but I was wondering if you could keep my application on file."
Typically a manager will respect the initiative you took to contact them directly, and that you respect they're not currently hiring, but had enough drive to apply anyways. This gives you a better chance when they are hiring again of being remembered. Also, if you can, get the manager's business card. If you become aware of them hiring in the future, call that manager directly and reintroduce yourself. "Hi this is _____, I filled out an application a few months ago, and I recently became aware that you're hiring. I just wanted to let you know I"m still interested in a position. Should I come in and fill out another application?"
If, however, more than six months has gone by between you applying and them hiring, go in, and fill out a whole new application, again making sure to hand it only to a manager.
