"For the purpose of this application, you must answer YES, to the following questions, if applicable, even if your records were sealed or otherwise cleared or if anyone including a judge, law enforcement officer, or attorney told you that you no longer have a record.



15. Have you ever committed a crime or offense for which you were not arrested? Yes or No (choose)

17. Have you ever been charged with committing any crime or offense? Yes or No. (choose)

18. Have you ever been convicted of a crime or offense? Yes or No. (choose)



The situation of a person is riding a bike in a subway station. The police officer did not arrest the person, but issued a summon to pay a fine of $75 within 30 days from the issuing date of summon or the person can see a judge.

The person went to the judge and the verdict went against him because of this violation and $75 was paid.

Under the above circumstances, the questions 15, 17, and 18, which would Yes or No apply to?

The question of who has good moral character under US law is not easy to answer. Good moral character does not mean moral excellence.
